A person is not "remedial". A person may need remedial [training/schooling/etc]. Remedial, rooted in the word remedy, means "intended to correct or improve one's skills" and is not, in and of itself, a bad thing, though it is often used in reference to needing to improve skills which are deficient, such as this other guy's vocabulary.
